内容简介:
Thenumber of primary schools in rural China decreased dramatically in the last twodecades, and after the central government issued a decision aiming to optimizethe educational resources in 2001, an increasing number of small villageschools were merged into the large scaled ones that located in more populousregions. This paper studies the impact of the relocation of primary schools onthe migration decisions of rural residents. First, using two nationallyrepresentative micro datasets, we find that the decline in the number ofprimary schools per capita between 2000 and 2004 increased the probability ofmigration for rural residents in 2005. This result may suffers from endogeneityproblem as the decrease in the number of rural primary schools is greatlyinfluenced by the out-migration of rural residents. To alleviate this concern,we control for a rich set of variables, including those reflecting the regionspecific trend of migration. By exploring the heterogeneous effects, we findthat the migration of households with primary-school-age children are moresensitive to the relocation of primary schools, and that the effect is strongerfor families with boys than those with girls. Second, using a longitudinalhousehold survey that contains information on community characteristics, wefind that both the disappearance of village primary school and the increaseddistance to nearby primary school increased the migration probability ofvillage residents. Finally, we find a discontinuous drop in primary school enrollmentrate between 2001 and 2002, a time when the number of rural primary schoolsdropped sharply. All these results suggest that human capital investment motiveand regional education policy play an important role in China's urbanizationprocess.
